Earth Observation, the Environment, Space, and Remote Sensing Law in the Pacific Rim: Sylvia Ospina

Sylvia Ospina, S. Ospina & Associates – Consultants, International Telecommunications/Space Law, presented “South America: The Other Edge of the Pacific Rim.” She started with a brief history of South America’s pacific coast. She stated that border skirmishes made monitoring of borders in South America very important. Today border monitoring is done using remote sensing satellites.
She then gave brief overviews of the four Pacific Coast South American countries’ space activities. These countries, Ecuador, Chile, Colombia, and Peru are all members of COPUOUS. While none have space activities laws, each does have a space agency. She noted that all but Colombia have signed the Outer Space Treaty. She stated that Colombia had not signed due to its reluctance to relinquish its claim to the Geostationary Arc.
