Reporting Requirements for U.S. Providers of International
Telecommunications ServicesAGENCY: Federal Communications Commission.
ACTION: Final rule.

SUMMARY: In this document, the Federal Communications Commission
(Commission) concludes that it should eliminate outdated and
unnecessary reporting requirements related to international
telecommunications traffic for which the burdens on U.S. international
service providers outweigh the benefits. Specifically, the Commission
finds four information collections are no longer necessary and removes
them from its rules: The division of telegraph tolls report; the
quarterly large carrier traffic report; the quarterly foreign-
affiliated switched resale carrier report; and the circuit-addition
report. The Commission also finds that the annual traffic and revenue
reports and annual circuit status reports can be simplified by removing
the requirement to separately report for off-shore U.S. points.DATES: Effective July 19, 2011.

SUMMARY: In this document, the Federal Communications Commission
(Commission) is reviewing its reporting requirements for providers of
international telecommunications services. The Commission proposes to
amend its reporting requirements for providers of international
telecommunications services and transmission facilities in order to
simplify the filing of the annual traffic and revenue report and the
annual circuit-status report and modernize the information collected
under those reports. The Commission also proposes to amend its rules to
create a new annual services report designed to obtain basic
information about providers of international telecommunications
services and to update contact information. The Commission also
proposes to amend its rules to clarify the confidential treatment of
certain disaggregated information reported under the traffic and
revenue report and the circuit-status report. This action is part of
the Commission’s comprehensive review of its international reporting
requirements and is intended to remove unnecessary[[Page 42614]]
information collections and tailor its information collections to the

SUMMARY: The Federal Communications Commission proposes to remove the
International Settlements Policy (ISP) from all U.S. international
routes except Cuba. Eliminating the ISP will enable more market-based
arrangements between U.S. and foreign carriers on all U.S.
international routes. The Federal Communications Commission seeks
comment on a proposal to enable the Commission to better protect U.S.
consumers from the effects of anticompetitive conduct by foreign
carriers in instances necessitating Commission intervention.
Specifically, it seeks comments on proposals and issues regarding the

According to Secrecy News the Department of Defense has issued a new Directive for the National Reconnaissance Office. According to the directive the mission of the NRO is:

July 14, 2011The United States and the Republic of Macedonia have initialed the U.S.-Macedonia Open Skies air transport agreement (“the Agreement”). The Agreement, which will be applied on the basis of comity and reciprocity pending its entry into force, will liberalize our bilateral aviation relationship.
This agreement strengthens and expands our already strong trade and tourism links with Macedonia, and will benefit American and Macedonian businesses and travelers. It will expand air service and encourage vigorous price competition by airlines, while safeguarding aviation safety and security.

Russia and Kazakhstan Sign Agreement on KAZSAT-2 Development and Launch

Baikonur space port: Russia and Kazakhstan have signed Cooperation Agreement between the Governments of the two countries on KAZSAT-2 development and launch. The ceremony was witnessed by Kazakh Prime Minister Karim Masimov who arrived at Baikonur to watch the launch of the national satellite.
The document was signed by Roscosmos Head Vladimir Popovkin and Chairman of Kazkosmos Talgat Musabaev.
The launch is slated for 3.16 MSK, July 16.
U.S. House Panel Denies Funding for Space Climate Probe, Satellite Constellation

WASHINGTON – The U.S. House Appropriations Committee is set to vote today (July 13) on a 2012 spending bill that denies funding for a pair of National Oceanic and Atmospheric Administration (NOAA) satellite programs, one to provide advance warning of solar storms, the other a collaborative project with Taiwan.
The House version of the 2012 commerce, justice, science and related agencies appropriations bill also would trim $50 million from NOAA’s $617.4 million request to develop a new generation of geostationary orbiting weather satellites, according to the report accompanying the bill published July 12. It appears the savings would be applied to help kick-start NOAA’s polar-orbiting weather satellite program, which was delayed by the protracted 2011 budget process.
The 2012 budget request NOAA sent to Congress in February asked for $47.3 million for the Deep Space Climate Observatory (DSCOVR) and $11.3 million for Constellation Observing System for Meteorology Ionosphere and Climate-2 (COSMIC-2). The House bill would not provide funding for either. [more]
